While Iron Man was right that walking atom bombs needed to be kept in check, Cap was right about Stark and SHIELD's plan going too far in its execution (ESPECIALLY the whole "held in the Negative Zone indefinitely without trial" thing, although Cap had no way of knowing they were doing that until Spidey defected and told him). Both ended up acting like gibbering idiots, as superheroes in event comics are wont to do.
