So we're all in agreement that he did nothing wrong, right?
Rorschach's journal will bite him in the ass.

No one will believe the ravings of a mad man
Within a generation or two everyone would forget and he would need to repeat it over and over again

a dissenting opinion will be out there, with some convincing paranoia and clues that can be followed.
It will be written off by many as a crackpot theory. A very small group of people will believe it, people love conspiracies. The best conspiracies end up being true.

He didn't take into account how long his plan would last for.

Rorschach was just as wrong. Course, his wrongness only resulted in HIS death, not the death of say..all of New York City.
A thing that sort of saddens me, whenever we talk about this subject, everybody sort of forgets that in the book, we get to know a lot of Adrian's victims, we're given a little peek into their lives.
Moore tried to make them real to us, so it'd hit even harder when we find that Dan and Walter failed them. And people just sort of, ignore that. Because making two Superpowers paranoid against alien invasions some how save Billions. So fuck the millions that had to die. Fuck the half dozen people we spent pages getting to know.

Americans get really butthurt every time Japan show they had a rough time during the world. Every attempt to humanize the civilians living on the Axis is called "neonazi", "nationalistic propaganda", etc.
