That's one of my many problems with the earlier volumes. RWBY hardly felt like two sets of partners, much less an entire team. We almost never had moments of them just kind of being together and bonding, so when it came time for them to actually be partners/a team, the dynamic felt off. It was hard to determine if they even liked each other or just kind of tolerated each other a lot of the time.

Meanwhile, we got plenty of time with JNPR that showed us that they all hit it off rather quickly. Ren and Nora were closely acquainted before Beacon and that was made very clear, and Jaune and Pyrrha grew to be close friends and trusted each other over time.

Really, I think that's just the fault of the earlier volumes having serious focus problems. Most of the time, especially in v2, JNPR (especially Jaune and Pyrrha) feel more like the main characters than RWBY. When RWBY did get focus, it was almost always centered around Blake. Ruby herself barely got any development or plot arcs of her own.
