Killer Frost is older than Livewire by like, 15 years. She changed to the leotard costume in the 90s.

The DCAU kind of messed things up since Bruce Time designed DCAU Frost to look exactly like Livewire, but comic Louise was first. Things are made way worse by the fact that for some reason Caitlin keeps being given a mowhawk/"punk" style, which fits Livewire way better.

Killer Frost is an insane vampire with ice powers, and Livewire is a tsundere shock jock.

There has never been a comic where the appeal was SEX APPEAL that had a good story. There have been good comics that shown bare breasts, vagina, and penis, but those comics did not have a heavy focus on fanservice.
