Keep in mind he made a deal with the gardians that says he sticks on his planet and the garadians dont go in his sector and he wont mess with them visversa. The gardians had gone on his turf because plot and it caused a major problem. Lanterns died. And in the end the girl gardian agreed to be his garidan if he stopped killing everyone.
