I don't think so. Nefcy seems like she's had the characters in her mind for years and has only done slight modifications. She's drawing on inspiration from her own life, people she's known, but also on the characters she came up with in her art. You see early versions of Star and Pony Head and probably Marco too.

So the fact that there's a character that strongly resembles Jackie (weird hair color, hair flower, hair style, green eyes and sea theme, eyes have those lines no other character in the show has, sea shell jewellery etc) she's been drawing some 2 years ago, combined with the heavy heavy sea theme hints on Jackie - it just makes me feel like she's adapted the mermaid into Jackie like she's adapted every other character from something that pre-existed.

I think the problem is that starco was too obvious and evident for so long they got used to it being the de facto "practically canon, they just haven't made it official" ship. For a lot of people, from the moment they got into the show starco was already going very strong, the hints were there, the blood moon ball happened etc.

Now, suddenly, it's actually, being threatened, it's legit actually uncertain, and they can't take it after having started to take the "I'm shipping the only 100% canon ship" position as a given. So it's hard to settle into a position that's equal to some other ship when both are vying for the endgame spot.
