Tim Burton actually wanted to use Two-Face and felt swindled when he found out they already cast Lando in the role. The script for Batman Returns included Harvey Dent. To get around being stuck using an actor that was contracted for a sequel they made up a brand new character.

I believe they ended up having to buy out Billy Dee Williams contract when Tommy Lee Jones took the part.

Where have you been? You can blame the minifigs. They wanted them to resemble the characters they were based off of so much that they started adding skin tones. I think it started with Indiana Jones.
