It doesn't make any sense artistically! The green tones Anna was put in were drab & cold, which is not the mood you want to get from someone who is supposed to be the warmth to the Snow Queen. She's another redhead (sometimes), but you stick her in green when she doesn't have green eyes. Huge mistake if you ask me.

If you look at early concept art, characters were typically in either snow-related colors (blue, white wedding dress) or hot tones like magenta or red hair. Frozen didn't pull it off with their protagonist.

Disney didn't use any warm green tones on Anna sans her nightgown. Anna is supposed to be a very warm, bubbly, plucky, bold character, but they went & stuck her in cold, bland, boring earth tone green when they could.

Winter (whites and blues) kill vegetation (green, earth tones). Ice is thawed by heat like reds and oranges.

Plus, everyone in the toy marketing industry that green doesn't belong in the pink aisle. You can have purples, yellows, & blues, but not green. Green is not a creative color.

I think it really fitted his personality. TB Riddler is basically a shut in who decided to become a supervillain because Batman was the only person who could challenge him. The dude even tattoed his face.

Make the shoulder things small and dynamic enough, and cover up the eyes, and it works. Earth's Mightiest Heroes did a good job with it.

Green is just not an attractive color generally. You either have to have green eyes or not be European to pull it off.
