Homer is more just mediocre at his job than terrible, he's a safety inspector, and for the most part things are usually up to code(by Burns' standards). Remember when he became smart, actually did his job, and got the plant shut down for the incredibly large amount of violations it was causing? He's the perfect man for the position because he monitors it "enough". Homer's primary job is making sure the plant doesn't blow up, and, despite one extremely close call, that has yet to happen.

As for his house, he couldn't afford it, he had to ask his dad to sell his house to help him buy it in the first place.

Grimes is an extremely unfortunate and unlucky man, but would do better if he just applied himself more instead of just accepting the crap life gives him. There's actually a lot more to Homer than meets the eye, and the two probably could've been friends had Frank grown some backbone and got to know him better.

Frank was just a cunt. It's fine to be jealous, but Homer extended an olive branch and Frank wouldn't accept it.
