It's at the tail end of an entire story arc in which Frank loses his goddamn mind and almost gets himself killed repeatedly, depleting so much of the mob's manpower that what's left literally walks away from their boss because nobody is left to enforce his authority.
When all is said and done, he composes himself and decides this asshole isn't worth the trouble.

As much as I like Bernthal, I can't see him pulling off the cold collected anger seen in this arc. But I'm judging the guy off his performance as an unhinged and angry Frank. I just imagine him growling. Jane was far from great, but he had a "this is what's going to happen, and that's that," vibe to his vocal depiction of Frank, especially in the game.
