Remembered back when DC was really giving him a chance, Prometheus defeated the entire Justice League and was so close to becoming a major A-tier villain.

And then this happened.

He's never been the same ever since, the last attempt where Prometheus again almost achieved Major Villain greatness he ends up getting a Green Arrow shot into him and getting punted back down to Z-grade status again.

That's like saying there's enough evil Supermans around because of people like Mongul or Darkseid or Doomsday. Being strong and tough shouldn't be a powerset limited to just a few people so they don't "rip off Superman" any more than being a smart and resourceful human should be a limited powerset because of Batman.
