It's the same mind in the same way that his clones have always had the same mind. Jackal's clones ALWAYS had all of the memories up to the point of cloning, which would be up to death if you cloned after they died.

All Jackal is doing at this point is exclusively cloning dead people. It's no different than any of the clones he made in Clone Saga 1 or 2, down to having the same flaw of degradation.
