Lelouch did shitty things for a good purpose, and he wanted to be labeled a villain.

Cyclops did the right thing, he might have made mistakes in the past and doesn't care that much if he's seen as a villain or a hero, but people still shit at him.

I think Marvel has been trying to turn him into a more moral grey character, but their writers can't into sublety.
