Religion in Dredd has basically morphed into a parody of itself, with IIRC a few thousand state-recognized religions and the primary one being the Church of Grud and Jovis which is just biblical stuff reworked to fit the agenda of those in power.

That's kind of herChiefproblem. She's a very competent judge on her own but she lacks a unique hook like Anderson or DeMarco have. The hook she did get, which was her rise through the ranks of Justice Dept., was never really explored in depth. And once she reached Chief Judge it became apparently impossible to do solo stories with her.
As for her appeal, what I personally love about her is how she's a career street judge who by necessity was thrust into several positions of power that she didn't really want, but once she was in she strived to do the best job possible. She's the old "Warrior King" archetype, but instead of constantly pining for the streets she accepts her lot in life because nobody else can or wants to do it.

She's simultaneously more and less human than Dredd. She'll have more consideration for the limits of an individual, but when the city or the masses are on the line nothing is out-of-bounds. Oh yeah, definitely. Especially nowadays, with Mega-City's resources still depleted. There's room for a political thriller in there, a story about Hershey trying to save the city while having to make enormous sacrifices along the way. You can even see hints of it in nearly every current story she appears in. The problem is that no writer seems interested enough in her to go through that trouble, and most just use her as window dressing at best or as a downright incompetent, obtrusive bureaucrat for Dredd to step all over at worst.
It would definitely be interesting to see something like that with Beeny, though. Hershey trying to mentor her along the way, teaching her the finer points of politics while also taking care not to step all over her rebellious streak, recognizing it as her most valuable characteristic in the council.

Pretty much. She's the best Chief but writers seem pretty fucking awful shy of showing WHY. And it wouldn't even bother me that much if it weren't so fucking easy. Nearly every story she's in nowadays is fraught with opportunities to show her actually doing well by her city, but they never take them, or they give them to Dredd. It's a shitty situation that nobody seems aware or willing to rectify, and as it goes on it galls me more and more because eventually we're gonna reach a point where you're going to have to ask why she's even Chief in the first place. At least Carroll seems slightly aware of it though, and if that epilogue to his last epic is anything to go with we may be at a turning point for that. Fingers crossed.

Funny story: armor piercing rounds can drop vampires in like 3-4 shots. You still need to be pretty precise but less than with Hi-Ex, and it drains less ammo. You can also use standard execution, aim for their heads and pray you get a pop, but it's a bit of a crapshoot.

Are the Dredd Case Files as good as it gets or will there ever be a deluxe omnibus edition? Also is it worth grabbing the whole dozen or are there some highly recommended volumes?

No plans for a deluxe omnibus version yet. There was a hardcover version of Volume 1 out a few years ago, but that was a special anniversary thing. There are also hardcovers of some particular stories, like the Cursed Earth, but as far as bang for your buck goes the Files are your best bet.
They're also all definitely worth grabbing, since you get both the large scale stories and the smaller, more routine-oriented done in ones. That said, volume 5 is particularly stacked, with both Judge Death Lives (the second Death story, which introduced the Dark Judges) and all of Block Mania/Apocalypse War. Volume 4 is also a pretty dense one, with all of Judge Child Quest and a bunch of others. Basically, it's all good.

After Day of Chaos we're slowly seeing the city get back to its feet, but if you go only by what's shown on panel, it seems to be in spite of Hershey's work rather than because of it. She'll either implement temporary measures that turn out to be corrupt, accept deals that turn out to be thily-veiled takeover attempts, and overall just make a ton of bad decisions just so Dredd can swoop in and fix everything by shooting at it. There needs to be some balance, some scenes and stories that show the good that's being done, because without that Hershey's sole redeeming feature is that at least she's not plain evil.

Serious question. I've been trying and failing to think of anything comparable for a while now because even when Judge Dredd hits a dip in quality, about the worst adjective you can level at it is "contrived" whereas pretty much every other long-running comic I can think of pulls an AU or a reset or something out of its ass at least twice a decade so they can run through their checklist of cliches again.
