I get they didn't want John because they wanted to keep Hal, but what about Steel? You could argue he's also redundant, for similar reasons and because he's just another Superman, but he's been sort of irrelevant since the 90's, and that could help him get some attention, instead of Cyborg, which just doesnt entirely work well outside of the group he already belongs to.

Steel is off-limits because of timeline issues. He doesn't exist until Doomsday kills Superman in terms of his entire motivation for being a hero is wanting to carry on Superman's legacy.

Can we ever get some interesting other characters besides "The 7" on the Justice League? I like all those characters and all but surely we can do better than Cyborg. As an earlier post said, it could be interesting to put in a Milestone character (If we still want a guy who uses tech, Hardware is 100x more interesting than Victor) Or maybe some of the Wildstorm characters like Grifter, Fairchild or any of The Authority. Freddie Freeman maybe (He's older and less naive than Billy) Heck maybe even a villain gone good, just anybody other than the same ol same ol.
