Here's the thing. Inhumans don't naturally get their powers. For most of the Inhumans' existance, Terragenesis was a rare gift that they didn't let just ANY Inhuman undergo.
Now, Inhumans who never get their powers can still pass on the Inhuman gene, since that's how the post-Infinity Nuhumans occured, some Inhumans left Attilian and lived and bred with normal humans.

Basically, if they destroyed the cloud or captured it and spent decades remaking the Terrigen crystals to control Terragenesis again, even if it took hundreds of years, as long as Inhumans still have kids who survive to have kids of their own, you can always transform more Inhumans.

Okay, speculation time!

I think that post Secret Wars, Marvel fully intended to commit to the "INHUMANS GOOD MUTANTS BAD" position and push the Inhumans as the likeable, winning replacement for the X-Men franchise. At that time, they established Cyclops as WORSE THAN HITLER and maybe had some sort of plan in place which would well and truly demonize him but weren't totally committing to it at that point, leaving it as a tantalizing mystery.

At some point in the year since then, they realized how badly their plan had backfired on them; how their aggressive Inhumans push had only cemented peoples hate for them and sympathy for the X-Men. At which point, plans changed.

The Inhumans became the heels to the mutants in this story. They were presented as ivory tower elitists and the mutants as the scrappy, never-say-die underdogs because Marvel was slowly starting to realize that telling people what they wanted and expecting them to obey just doesn't work as well as listening to what they want and giving it to them.
