When Batman made her a Robin he fired her right after because of how reckless she was. So in revenge she stole a bunch of plans he had and tried to implement them. Those plans were never supposed to be implemented and created a big mob war in Gotham.

She instead of owning the shit she did blame Batman for everything, because why would he have those plans? Then after being tortured by Black Mask during the mob war, Leslie tried to help Steph fake her death for Batman not to search for her and take her away to Africa in a missionary mission for her protection, but then Steph came back anyway and tried to go back to play a hero in Gotham. That's when Barbara decided to train her as Batgirl, because since she was so adamant on doing that shit she might as well be properly trained.

So when Batman came back from the past and found her alive and still fighting crime he went to confront her. So she slapped him and blamed for everything, because it was all his fault for having those plans laying around in his cave anyway. Then she said she'd keep being Batgirl whether he liked or not.

Bruce never liked Steph as Spoiler, agreed to train her as a favor for Tim, fired her from being Robin for something all the Robins had done at some point almost immediately, and made a veiled threat to her if she returned to being Spoiler. Afterwards Steph was able to break into the Batcave, access Batman's secret contingency plans, pull one of them off flawlessly despite somehow not realizing the linchpin of the whole thing was a fictional persona of Batman, and doing all this without Batman noticing until it all went pear-shaped when Matches Malone didn't turn up. And the thing is the plan worked perfectly despite being enacted by someone who didn't know what they were doing. War Games is an infuriating story that makes little sense and fails in its job to justify Steph's death by making her look irresponsible and impulsive because it actually makes Batman look irresponsible, irrational, unobservant, incompetent, and selfish. The fact that his doomsday contingency plan immediately brought organized crime to heel as opposed to his cape and cowl antics means they might as well have had Batman hold up a sign saying "My war on crime is entirely about my own emotional catharsis rather than any form of altruism or ethics" and it makes Batman's actions and positions during Under the Red Hood completely hypocritical as Jason was basically doing the same thing.

tl;dr: War Games is a shitty story that was shat out to fulfill a hateboner for sidekicks and legacies and an editorial decree that Batman should be some asshole loner character that lasted until Infinite Crisis. Let that sink in for a moment, Geoff Johns was responsible for making Batman less of an asshole.

It helps having literal God-tier superpowers. Also Barry didn't witness his mother's death, and his characterization was set in stone before the "dead mother" origin even became a thing.

Also Bruce was incredibly sheltered and introverted as a kid, him practically being Gotham royalty seperated him from everyone else so his parents were really all he had. Not to mention Barry became a superhero through sheer chance, while Bruce had to forge humself into one through years of hard work and a lot of pain.

Stephanie blamed her stealing the plans and enacting the gang-war and getting all those people + Orpheus killed all on Bruce. She forced her way into the bat-family despite being told countless times to fuck off, and by doing so she causes Robin and Batman to have to save her ass multiple times, putting other people in danger (she never gave a fuck though). She became Robin in one of the most OoC moments Batman has ever had in order to prop her up.

Then she got to become Batgirl for some reason, I guess Cass fans weren't sending DC HQ as many angry letters as Steph fans, and became a bad-ass who could take out groups of thugs with ease all the while wise-cracking, which makes you wonder why Batman and his other allies spent so many years training when all you had to do was be a ditzy girl with maybe a week of training in order to fight crime.
