First off, Lord ZedD was the hellraiser looking motherfucker from power rangers so you are probably thinking of emperor zurg, second the humour in Buzz lightyear was for an older audience, loads of inuendos and violence played for laughs instead of the whole "LOL WE'RE FOLLOWING A FORMULA AND WE KNOW IT " Phineas and pherb has going on. And while Zurg was comical, he ruled an empire and was always played as a threat.

As far as I know, his idea is as you said: a generic Star Wars parody/basic sci-fi adventure. The show was created around the time of Pixar's/Disney's feud regarding Toy Story 2 in 1999.
From what I know, the Buzz Lightyear show had already been in the works prior to TS2. Could be a spot of bad blood and hurt feelings on Lasseter's part.
Doesn't excuse his dislike for an otherwise good show, though.

Oh man I remember tuning in on this show. The episodes I most distinctly remember was the one where Star Command gets zapped by an evil ray, the one where Zurg steals something that makes the Martains useless, the badass wasteland episode, and the one where the the mind girl gets mind keked by another man of her race into marriage.
