First, he's an Anti-Villain and that's cool. Not everybody has to be a hero.

Second, he's literally the only interesting non-speedster villain Flash has. If you get rid of him, the book would just be full with evil speedsters.

I don't understand that obession into turning every good villain into a good or neutral character.

Then they put the heroes fighting each other.

This has to stop, villains should (generally speaking) continue being villains and heroes should fight villains, not other heroes.

I want to see all the cold villains have a rivalry.

Like Captain Cold and Mr Freeze get pissed at each other for thinking the other guy stole his shtick and popularity in the media. While Icicle and Killer Frost think they are both losers for not even having powers.

Then they all get pissed when they find out there is a whole city full of ice powered people and they are doing absolutely nothing with their powers at all.

Then do stupid shit like have an Ice Off, to see who is the best cold themed villain by robbing the most banks, trading heroes and trying to fight them etc.
