The Planet is probably the better place to work for because Perry is more keen on paying his employees

Parker was a freelancer. Essentially a photographic mercenary. If he was an employee, he'd go in where he was assigned to go, take pictures of what he was told to take pictures of, and call it a day.

Working freelance, he basically took advantage of the fact that Jonah was an anti-Spidey fanatic and kept coming in with pictures of Spidey in action. Yeah, Jonah could've hired him instantly, but he wouldn't have the flexibility he needed to work as Spidey.
