As weird as it may sound, it has everything to do with the plot. First of all Steven is half gem half human. This episode was all about Steven wanting to connect more with his human side by adding his blood-related cousin to the family. And as Rebecca once stated that folks equally interested in the family feelings stuff are probably more in tune with the intention of her show than folks just only watching it for the alien adventures lore. Once Homeworld eventually attacks (and by the sound of the credits it could be soon) we need to be able to feel for these character. Believe in why they are scared and fear for each others lives. If we hardly had any family bonding/beach city/human interactions the emotional impact would be very little.

Well it depends on what particular thing he's doing that makes you suspect he's slow.

Steven has an annoying habit of not asking obvious questions. To me, that's the most annoying an retarded thing about him. But it makes a little more sense if you look at the fact that he's partly from a species of mindless worker bees who are not designed to question the natural order of their world. Also the fact that half the time he has some big important part of his life explained, it's a traumatizing realization for him. And he was homeschooled by, well, Greg. Most of his actions or inactions make a little more sense when you consider these kinds of factors. He doesn't act like any normal kid because he wasn't brought up like a normal kid and because he's not entirely human. So, yeah, in many ways he is "special."
