I support the European project but I agree fully with what you're saying, and I've been in a position where I was able to talk to high-ranking EU administrators, and they confirmed that the idea was "We know Greece is cooking the books, but the single market benefits will bring them up to standards fairly rapidly", which, as we know, didn't happen, in part due to the unforeseen economic crisis of 2008 and their inability to coordinate a Eurozone-wide sustainable and effective solution..

I have limited Economics training (more focused on Micro than Macro) so there are probably all sorts of downsides I'm not aware of, but your idea seems like the best of both worlds - you retain monetary independence while benefiting from the reduced transaction costs and positive trade externalities of a unified currency.

And in the case that the European economies do converge to the point of no longer needing individual currencies, it's a fairly simple process to retire the national currencies and make the supranational one the only legal tender, which would be far easier to implement than what actually happened.

For starters, it'd be complex as hell. You'd basically be trying to determine the value of a fiat currency without an accompanying economy to base it on. Basing it on a combined aggregate value of member economies would make it unstable and pegging it to a single economy would give a nation undue influence.
