Injustice it's it own universe, it ain't part of New52 or Pre-Flaspoint or anything, it's its own thing. DC could reboot again and that stuff won't affect Injustice at all (see Convergence)

Who buys it? People who were hooked when Taylor was writing it. Injustice was one of the best seller digital comics up until this point. Taylor really did a number in this comic

Well besides the real answer (plot armor) she's not really important enough. In terms of actually putting a wrench in Superman's plans Harley really hasn't done all that much compared to everyone else. Her leading the Jokerz gang is probably the most she's done in years and even then they're pretty unimportant compared to the regular universe heroes showing up. I'd assume she'd jump up his priority list had he been able to actually kill Bats at any point.
