Boom Boom is a stand-alone character created by Jim Shooter as a one-off on Madonna that Louis Simonson/Fabian Nicieza/Jeph Loeb fleshed out into a full-on character

Jubilee was created by Chris Claremont as a full on legacy character (he planned on killing Dazzler off and replacing her with Jubilee). But when Marc Silvestri forced Claremont to spare Dazzler's life, Jubilee got morphed (mainly due to Jim Lee) into a mutant version of Robin, a sidekick/replacement for Jubilee.

I remember really liking this outfit at the time when I was a teenager. It was overdsigned in that 1990s way, but it was fun and garishly colourful and had some neat ideas to it.

(Also I distinctly remember that stuff around her mouth in that pic being a result of her getting her jaw broken and needing that medical prosthesis while it healed, so it wasn't a part of the costume)
