the crucial part was getting the audience to love him at the beginning of the movie before Buzz showed up. So they showed him being a caring, capable leader. Dreamworks would have probably made him an asshole right at the beginning. Coincidentally, Jeffery Katzenberg was heavily pushing for a smarmy Woody.
