Is this transitional cartoon Network or classic cartoon Network?
A little bit of both, imho.
Transitional. around the later 2000s was when shit was really trying to change. I think 2004 and onwords should be considered transitional, 2004 just really early.
Especially anything in the time with the crooked network logo (I liked that one though).
CN was still shitty around 2006-2013

Classic CN. It was pitched thru What a Cartoon! show and is considered a 'Cartoon Cartoon'

I don't think anyone's arguing that Billy & Mandy isn't "classic" CN, just that Keeper of the Reaper marks a transitional period if only because it introduced one of the fixtures of mid-to-late-00s CN,FRED FREDBURGERYES.

which would make it pretty solidly transitional
I could see an argument for Grim and Evil being considered classic, but Evil con Carne/ The Grim Adventures of Billy and Mandy should definitely be considered transitional
Transitional. Billy and Mandy really introduced that kind of "lolsorandum" humor in their later years.
