Well not quite. Witches, wizards, shamans, miracle workers etc. actually believe that they are doing magic(some are aware it's only tricks but it's unclear how many that is) and they are not all as organised as the maesters. Svana is pretty much the closest thing to scientist in Hilla but she talked about "potato spirits" when helping Bridget with the potato batteries.

Castle witches, like Svana, fill that kind of purpose as being the go to purpose for scientific/occult but they are not specifically trained for that. She was most likely just trained as a witch back in the Metal Lands and then got the job in Hilla.

For a more proper scientific organisation there is the Sisters of the Impetus, while religious, are all about science.
