Well with HYDRA in it's state they could have said that he simply uploaded himself out of the building in WS before the expolsion. Could be that He was trying to et himself up as a head o HYDRA, or that he was just getting back into the world, seeing what's what. He was a scientist before he was HYDRA, so I'd assume he has thing's he'd like to study and test
