I was actually thinking about this, and my suggestion would be John Walker. If Steve is discredited (and becomes Citizen V or something) and Sam goes back to being the Falcon in disgust, I could see USAgent taking up the shield just because ~someone~ should. It probably wouldn't be a very long tenure, and I doubt it'd be very political as Marvel writers would struggle to make a Republican character sympathetic, but it seems to me like he'd be a logical character for it to go to.
Spencer's liking for the character and use of him in a sympathetic context recently makes it all the more likely, I think.
