That's a good fit for RWBY.

A nice solid 2D platformer with old-school puzzles, wandering around and exploring and a decentish story (or the impression of one) would probably turn out a really enjoyable game, and the Grimm are well suited to be game enemies.

I would suggest you go the original/tertiary plot/characters route (rather than team RWBY/JNPR/etc). First because then you don't have to worry about fitting the game into canon or retcons, and second because it gives you a lot more room to do whatever you'd like.

If you wanted a more modern, urban setting, maybe the twins as main characters going about scummy underworld business and then surviving in post fall of beacon vale?

If you wanted a more traditional fantasy setting, it'd be really easy to just go back a few centuries, prior to the founding of any of our current four kingdoms. There are tons of kingdoms and nations that were born and destroyed throughout history on Remnant. Easy enough to do whatever you want in any sort of environmental location, in a kingdom under siege by grimm, or as a lone character that ends up exploring the ruins and dungeons of a fallen nation. Etc.

RWBY is a really nice IP for telling stories without stepping on any toes.

Sure, a 100% fitting gameplay connection might be the weapon/combat style and its speed, but using entirely different characters, plot, time setting and what not will make it a game that only has RWBY in the name and it's not RWBY at all.

Yes or no.
That is certainly a potential route to go but not the only one.

The strongest part of the series is not team RWBY or any of the plot significant characters. It's the world and setting, the semblance system, dust, the transforming weapons, and most of all, the Grimm. So you create something new in that world, and in doing so both give greater depth to the IP as a whole (by showing things that can't realistically or tastefully covered in the main series) and have the freedom to do a lot more.

If you wanted your game to have a fantasy desert theme, for instance, there's an entire desert continent that is part of the world of RWBY, but which none of the significant characters are going to go to anytime soon or have any current interest in. If you wanted to deal with a castlevania-esque ruined manor/castle, you'd have a hard time justifying why RNJR or Weiss or Blake+Sun or Yang are suddenly going off to explore that when they have much more important things to do.

Think of it this way:

The appeal in a game like pokemon isn't to play Ash, Dawn, etc. It's the pokemon themselves and world they exist in.

It's not like it needs RWBY in the title. Middle-Earth: Shadows of Mordor is a good example of what I'm talking about. The appeal isn't being part of the fellowship, it's that Tolkien set up a massive world with infinite possibilities for stories. It's being there fighting the enemies of the setting and dealing with some of the factions of the setting while discovering something entirely new.

While I see your point, I'm a dev/coder/programmer, not a writer...creating a new story with new/semi-new characters only having Remnant and its rules as setting is not as easy as sketching a game for me.

I deleted the comparison image I made at the time, but when this was brought up in an earlier thread, i picked up Yang's and Neo's models, and no matter if you resize either model to match the size of the other, there are quite some difference proving they're not the same model.
Specifically, Yang's torso is longer, Neo's legs are shorter, with the thighs/shin proportions being different(meaning that even matching legs lenght between the 2 models, knees stand at a different height for Neo), Neo's thighs being slightly thicker, Yang's shins being more muscular, Yang's shoulder being slightly wider, Yang's forearms being slightly longer.
They're definitely not the same model.
