Why is it that 90% of his stories revolve around triggering Batman's PTSD or "muh fear gas"?

Is he really that conceptually broken or are writers just lazy? How can we fix him?

You could place more of an emphasis on his manipulating people through fear, no fear gas just using his specialist knowledge to coerce people into doing what he wants, it could be interesting

Scarecrow is conceptually broken AND writers are lazy. He mostly survives by virtue of iconography and being interesting as a one-off scene, he's really very shallow and for a long time villains were even using his fear gas without him showing up, making him totally worthless.

What's his endgame? It doesn't seem like he really has one, like what...turn the entire world into people who are constantly scared? What could he possibly gain from that? It doesn't really make that much sense, even if he wanted to rule the world what good would a world be if everyone in it was rendered useless because they're constantly stuck in a bad acid trip, he doesn't seem to really have any strong motivation or reasoning

He's just a Professor. He gasses people, observes their fears and writes a paper about it. Even when he's a convicted criminal he thinks of himself as a man of science.

This is DC's formula for churning out the Batman dollars, and it works, Batman's a psychological horror gimmick: his monsters are the monsters of the mind manifest in the flesh.
You're upset that it's starting to feel played out? Well keep reading for another decade or two, that'll pass. Eventually you won't miss exciting and original stories anymore...
...or, horror of all horrors, you'll turn to Marvel for constant new storylines that are "ruining the characters".

Other than that? Reputation could come into play, sort of like how Batman's some kind of frightful urban legend to the superstitious and cowardly (on a good day). He might as well just be a freelance crackpot terrorist who just wants to establish himself as "the worst of the worst" in fucking Gotham of all places, but doesn't want to go full edgelord and simply kill people the way Joker does.

There's so many angles you can take a fear based character, from terrorism to even more personal stories as he experiments. But no one really tries or have joker do the big plots.

If I were writing a Scarecrow story I would have a scene where one night Scarecrow just hides in a little kid's bedroom closet to freak the kid out until the parents are finally called to check for monsters -then BAM! Fear gas...
Because that's just the kind of fucked up crazy shit Crane would do in his spare time.

I was tl;dr-ing a lot of my thoughts there, but basically what I was thinking was if he had, say, The Joker's level of infamy, he could get away with a whole fucking lot more (at least, on an individual basis) without overusing/wasting his fear toxin just to instill personal terrors. The ability to power trip over anyone he wants just by showing up and making them shit themselves would totally be the kind of end game he'd want, his research in that context would sort of just be secondary in refining his ability to play towards broader demographics.

He wouldn't want to just be "that asshole who spooks people with chemicals", he'd want to really carry a legit presence to feel powerful even amidst other heavy hitter rogues.

I do wonder why some Bat-villains are always small-time and stick to personal vendettas while others always always always go for the big grandiose schemes to destroy or conquer all of Gotham as though there's a monarchy to overthrow.

Lazy writing but not always.

Barr/Davis had a decent story where Crane was able to REMOVE fear from the mind & he was selling it to stuntmen & daredevils but it also removed their common sense.

And of course Bruce gets pumped with it but it was interesting to see him fight the urge to be over confident.

This is actually what I'm talking about. Imagine an arc where Crane goes after kids, kidnapping them for experimentation or turning them into little fear bombs while at school. Nothing should be off limits to him to try.
