Zootopia actually wasn't expected to be a bigger hit than Frozen. It was supposed to a smaller tier Disney fiom. Successful but not that big. I am honestly surprised it became such a hit. I didn't think a Disney film could match Frozen, at least not for another decade. I remember prior to release no one really talked about it until the trailers came out; Frozen was even worse though in that department.

Many were probably mine tbqh. I don't remember this film having much reception on Disney forums or here. Everyone just thought it'd be a moderately decent, mid tier Disney film inbetween the big guys. Then again, we didn't know anything about it for a long time. If the collar plot had been leaked I am sure people would have mentioned it more.
