Not really. He was a bit of an asshole back in the 80's and that got tempered out over the years. Watching the series develop as more and more concepts were introduced was a treat. At least, until Barry fucked it all over. It's like erasing all the X-Men characters from the 70's revamp and replacing them with the All-New X-Men.

He had inconsistent characterization between Kid Flash to Flash phase so writers used it make coming of age stories. All superheroes are stuck in one status quo but Wally went through character development, he's probably the closest Marvel-like hero DC has.

I disagree. Barry was still boring during New 52, only his appearences in JL were inconsistent. Williamson finally gave him a distinct voice in Rebirth.
