If Mordo is going to be a long term villain, he needed to grow strong enough to stay a threat as Strange gets stronger himself. So it makes sense to give him relics that can make him dangerous. Also he is likely a Batman-level hypocrite in that he would think forbidden magic is only bad when someone who isn't him is using it. This would mean he can power up just by going around sucking up weaker magician's powers like a vampire.

The issue is Kaecilius is a nobody in the comics, so it makes no sense to do that as Mordo has more story potential.
