So he built himself his own suit with its own gadgets to help make up for his physical weakness. Basically the theme of this guy is what if Spiderman never got bit yet still wanted to be super. Being a scientist himself, Spidey relates to the villain a lot more than you'd think, but the Red Scarab refuses to knowledge Spiderman as anything more than another bully using his own strength for his own gain.
The Red Scarab is an ironic character, as despite everything he says and believes of how people use their strengths for evil and self centered reasons, he himself isn't any better as he uses his own strength through the technology he invents for absolutely evil and self centered reasons
Of course, he's also works as a reference to Blue Beetle
Why?
He already has the biggest group of quality villains in the history of comic books. Does he really need more?
