If there was ever a GTA: Gotham city, how many star would you need for batman to appear?
The Batman should be able to show up at ANY star level, including zero (maybe only at night). Sometimes you walk out of a store and oh shit the Batman just kicked you in the face.
Having more stars simply increases the odds of him showing up, as well as the odds that he brings friends or the heavier weaponry.
The more pertinent question is, should the main character be a supervillain or just a regular mook trying to make it day to day.

At night he should always be somewhere in the city and head towards you when you get stars, if you only have a few he doesn't move too fast and he can be diverted/distracted by other random criminals but the more you get the more focused he becomes. During the day it should take more to draw him out but once he does he makes a B-line for you.

Regular motherfucker who, through a series of events, ends up being used as a patsy by a villain.
Halfway in the story changes from you doing jobs and shit for money to you starting a revenge plot against "insert villain here" while having to look over your shoulder for both batman and a villain.
Final mission is you fighting your way in to take out said villain (unintentionally thwarting their scheme) while batman is also headed there to stop him. You fight side by side at the end and batman lets you walk.

>after the battle, Batman convinces you to turn yourself in since you're not implicated in too much horrible crime. Flash forward to several years later as you're released on parole and board a plane to Metropolis.
