Because the writers, or at least other people at RT, didn't want Monty adding her to Volume 2, according to Shane. (Why they had a problem with her and not the Dance Arc concept is beyond me)

Imagine your just watching the show, and you see Garrett Strider in the background chilling for a second.

So every volume so far has had an arc or an element which (at least in RWBYg, but I feel like other places) is generally seen as dragging, unnecessary or weak.

V1 > "Jaune Arc" (which isn't terrible on DVD but was atrocious pacing for the release)
V2 > The Dance (where even as good as it looked didn't save it from all the time we wasted)
V3 > Tournament (aka "we felt like we had to do something cliche before shit got real, then the only guy good at fight scenes died and we were stuck with this shit")

Do you think now that we're out of this weird prologue-y phase there's no need for dragging and spacing arcs to fuck shit up (or V4 will just be that much finely tuned) or is there another disappointing batch of episodes coming in?
