Nah, the game plots are fairly uninteresting for the most part, and anyone who cares already knows how everything goes. The exceptions might be Arena and Daggerfall, since those games are less widely known and generally less detailed in terms of how we see the world in them.
I think it would be better to focus on the less explored provinces and time periods, especially the ones that Bethesda's shitty game engine would never be able to do justice in game.

I can see it happening. Like a Deep Space 9, but with humor. Every episode would have some new antagonist the cast would face off against, and the station would always end up in chaos and ruin.
Doesn't necessarily have to be a cartoon, but a STALKER television show where each episode is it's own little story would be cool.
The "main character" could just be some researcher/loner who goes around chronicling the different legends of the Zone, and the different episodes would be different legends/stories narrated by the stalkers he meets. The first and newest game are actually pretty good. They do well at standing out from other indie horror titles, which are usually just zombie survival simulators or Amnesia clones. A bit of humor and some genuinely spooky moments here and there go a helluva long way.
The concept itself lends itself to adaptation very well. It could have easily been a horror movie back in the 80's. Seizing on that timelessness, and applying the flexibility that a vaguely defined background story allows would result in some interesting stuff.

Not until they expand the roster some more. The roster buildup is horribly slanted towards Overwatch. I mean, of the roster, 3 are decidedly Talon (Widow, Reaper, and Sombra with her having a hidden agenda), 3 are unaffiliated parties (Roadhog, Junkrat, Symmetra), and the rest are all Overwatch.
