Depending on the interpretation you've read it was YHWH who hardened the pharaoh's heart. Ramses was going to let them go after the first couple of plagues but God manipulated him so that he didn't, multiple times in fact, simply to show a point. God pitted the two brothers against each other and destroyed Egypt, despite Egypt willing to acquiesce, simply to show that he shouldn't be fucked with.
He's not in an antagonistic role in the film but he's much more of a villain in the traditional sense than Ramses.

You can't mix bible canon with film canon. If we're going by the idea that Moses and Ramses are brother's than you have to ignore the scripture that implies it was God's fault Ramses was a stubborn idiot because in movie it's more about Ramses being angry with Moses and trying to uphold his father's legacy.
