Depending on your interpretation kinda. He started out in the comics basically street level but as time went on he's got enough powerups to be pretty high level. The fact that it IS possible for better-recognizable characters to appear ( for how that is even being a possibility at all is impressive, but somehow being shat on and ignored in favor of the same 3 faggots pretending it's not canon ) is pretty much all you need to be on board. Watching AoS is supposed to be a gamble because you never know what could happen since it's far better hidden what's going on in AoS/AC and Netflix than it'll ever be for the films due to the constant stream of leaks from hands in on production.

No it's because you need to go through said actor's union, you would have to review contracts and see if they are available and affordable. Actually it can. Not in one big chunk, but if you get a TV gig, that's a reliable source of income for as long as the show runs. Working just movies is a project-to-project basis and no one is a star forever.
Saying there's a stigma about TV being cheap would have been true in the 80s. But now, shows have bigger budgets than ever to throw at the actors.

Literally everyone you see in TV and movies nowadays, from the big stars, to the dude playing the cashier at the gas station, are all members of SAG.
It's the agents who negotiate the prices on behalf of the stars and some stars can choose to do TV for a smaller paycheck(for a smaller role) because some of them(GASP!) like acting.
I know, right? Such shock and awe! that some people enjoy their jobs and are willing to negotiate rather than stamp their feet and demand $15 million to walk into a room.
