Originally he was just spin super fast. Then, due to being a Silver Age character (meaning it was a time when anything goes), he became a ghost, worked out Barry's identity and possessed his father.
This was then retconned by Johns who stated that when the Top spins, he expands his brain matter (seriously) making him intelligent. More spinning = more get smart. So we are supposed to believe that Top became way too much for Barry to handle, what with his spinning being a counter to speed, knowing his full identity, being evil and his intellect being so high.
Barry got the Justice League to mind wipe the Top into being a good guy (and the Top, thinking he was good, mind wiped a bunch of Rogues into also being good guys). This all came to light in Identity Crisis and led to Rogue War.

OP, the reason he developed psi powers is because of that spinning. As mentioned above, his intelligence increased due to spinning. But it also gave him telekinesis eventually, and then he died as a result of all those effects on his brain (it basically fried).
So the guy died, but his ghost can possess corpses and that's exactly what he does. And over time, his still-changing brain also developed the vertigo powers and his mind-control powers.
Basically, all his powers ultimately stem from his spinning. Except possibly the ghost-possessing-bodies thing, and Johns actually retconned that into one of his psi powers as well.He is my favourite comics character.

Man this whole top arc. It's so loopy the fucking lengths Johns goes to basically revert Wally West's life to being identical to Barry's. He takes away all the development of The Rogues and makes them hate Wally, he makes Wally work for the police after magically giving him his identity back, he turns Bart into Kid Flash and takes away all of the interesting stuff about Bart etc etc.

He specifically had Cold lecture Wally about how much The Rogues hate Wally because he doesn't show them the mutual respect Barry had for them. Even in Cold's super special issue (#182 iirc) he has Cold bitch and moan about how he doesn't like West because he's a punk sidekick and a jerk.

I don't agree, sorry. Before Johns, Waid and Augustyn had the Rogues talk about how they've never liked Wally (Flash annual 5). And when Barry came back, Johns' Rogues griped about how Barry never gave them a break, with the unspoken inference that Wally did; I'll post that scan in a moment.
Basically the Rogues are pissy dicks who are quite frequently hypocritical about their feelings for any given Flash. I think they've got very mixed feelings about the Flashes and it comes out as sometimes contradictory opinions.

There's a big difference between not taking a shine to him/not liking him and specifically comparing him to Barry and saying how he's worse.
"Not giving a break" pales in comparison to how much shit he had The rogues heap on Wally.
He just wanted Wally to be like Barry was in the old days. The Rogues hated Barry back then and he wanted The Rogues to forget all the mitigating things between Wally and them so he could have them hate each others; guts.
I mean fuck one of Wally's best friends is a Rogue. He had a nice little party with them when Cold got pardoned. He earnestly tried to help them go straight. Wally was always more lax about the less psychopathic villains but Johns made it out like Wally was a jerk shit to them all the time when they barely interacted before Johns, and when they did it was about as much good as bad.

The Rogues didn't hate Barry back then. The truth of the matter is that the Rogues have always been written inconsistently, and sometimes throughout their history they've been genuinely bloodthirsty and sometimes they've been guys who see it as a game. So unfortunately nobody can really say "they hated Barry" or "they hated Wally". They've really varied.
And Piper was not a Rogue by the time he became Wally's friend, so it's inaccurate to imply he was one. Yes, Wally was friends with an ex-Rogue, and Barry was friends with Heat Wave when he was an ex-Rogue. Both Wally and Barry have had moments when they were extraordinarily sympathetic to their enemies/former enemies, and other moments when they were surprisingly cruel.
You can certainly dislike the general tone Johns' Rogues took to Wally. I just think it's simplistic to the point of being wrong to say that in one era the Rogues really liked Wally and in another era they hated him. They've never really been consistent.
