Developing a character is all about finding some interesting quirk you can latch onto. The writers had in the beginning intended for Sherri & Terri to be Bart's recurring antagonists, but after Bart the General, this role was quickly shifted onto Nelson as they found him a more compelling character.

It's also why Ms. Hoover was never developed to any meaningful extent as Mrs. Krabapple was.

Meryl Streep didn't sound anything like a 10 year old girl, but she did such an excellent job here that it's easy to overlook. Also she actually tried to voice act which was not the case with some guest stars like Anne Hathaway.
