Even Storm has the issue of being mostly a team character.

Storm didn't get a solo book until quite recently, Wanda never got a solo ongoing until the current one (which will probably also be her last, though it's been fairly well received). Jean Grey's getting her first one soon. Poor Wasp has to watch some teenager get an ongoing instead of her.

Most of Marvel's women are team characters who would have to be rethought to become solo characters. Not only women (Vision's ongoing is great but it was never intended to last more than about a year). But the reason Carol gets a lot of the pushes is Ms. Marvel was one of the few series for a woman that was conceived from the start as a solo book.

Many of the Marvel women also have the issue of having powers that don't require them to take or give punches, which is fine except it means they can't get into the action and mix it up, they have to stay on the sidelines to some extent. That's one reason Black Widow, much less powerful than the others, was the first of the Silver Age Marvel women to get her own feature. She can kick and chop people like Emma Peel.

I hate Marvel but yeah, Scarlet Witch deserves to be elevated to the star female. She's genuinely interesting and has close ties to both the mutants, which are Marvel's most important IP, and the Avengers. She has a very unique design that's also very identifiable as Marvel, she's got a cool niche... It's just that the writers fucking hate her.

Got swept into the initial hype, dropped it after the first arc, didn't pick it back until the latest relaunch. The whole Alpha Flight/Kree arc was pretty cool, but CWII sure killed that in a hurry.
Overall, I feel like they've sanded off a lot of her flaws away in favor of making a vaguely inspirational, easily marketable flagship character. It's a bit what I fear would happen to Phyla if Marvel were to push her, to be honest.

I think in terms of people recognizing who they are but not being big comic fans, I would have to say Storm and even if she is known for the X-Men, it really says a lot about the popularity of the character when she shows up in the Avengers or when the posters actually acknowledged the X-Men, she was up there along side Wolverine and Cyclops.

Avengers stories from the 60s, 70s, 80s, 90s. You can pretty much ignore the 2000s.

Stan Lee's Wanda is actually more modern than Bendis's.

Nights of Wundagore is the most important story in terms of Wanda's lore (fuck Bendis).

Busiek's 90s run gives her great character depth and gives easily the best definition of her powers.

Children's Crusade has the most beautifully drawn Wanda ever.

Robinson's solo is inconsistent (issues 2, 8, and 9 are great) and it's disconnect from the rest of Marvel (seemingly by editorial edict) undermines it, and it retcons again but at least Wanda's mother at last gets attention after decades of father nonsense.

Black Widow's not meant for huge kaboomy group scenarios. She's not a frontline character and that makes her bland and boring in team.
