My bet is no villain. It's a series of trials, mythic quests just like Maui went through. There's a giant crab monster, a fire/lava goddess that might be Pele, the weird little coconut guys, and yes, the ocean itself.

My guess is that the movie ends with Moana becoming a demigod/culture hero herself. Her name does mean ocean.

But it would be a cool twist t have the deuteragonists turn out to be the antagonist and final boss of a disney film.
Maybe not necessarily have them be evil but have the two main characters start close but along the line diverge on some viewpoint and have the final confrontation revolve around that conflict.
