My bet is no villain. It's a series of trials, mythic quests just like Maui went through. There's a giant crab monster, a fire/lava goddess that might be Pele, the weird little coconut guys, and yes, the ocean itself.
My guess is that the movie ends with Moana becoming a demigod/culture hero herself. Her name does mean ocean.
