I love Camp Lazlo. It's great for nostalgia and it's great as a show alone. I wish I could say the same for Chowder, Flapjack, and Gym Partner.

Also, if you take off your nostalgia goggles, there might be a chance that you would find shows such as Dragon Tales and CatDog to age poorly, due to slow pacing and weak characters

As someone who didn't grow up with any of the shows and mostly watched them some time after they had had their run, since I was busy with other shit doing the late 00's, I would say Flapjack > Chowder = Lazlo > Gym Partner.
To me Flapjack had the edge over the others since I like the old nautical theme, and the sort of eerie feeling a lot of the episodes had. Chowder did a lot of interesting things with its more fantastical setting, where as Lazlo had a rather boring setting, but managed to do a lot of funny episodes with said setting. Gym Partner was just generally bad. Most jokes was "Look how these animals are acting as animals, instead of like humans, which you'd think would be normal since it's a school! So wacky!"
