Communism has never been achieved because of historical conditions and outside agents that sabotage efforts. The Soviet Union was a means to achieving communism in the future. There's a reason that "We the people" pissed a lot of folks off back when the Constitution was penned, but the drafters knew that while the states were important, it was ultimately the citizens who mattered.
