There's a reason that "We the people" pissed a lot of folks off back when the Constitution was penned, but the drafters knew that while the states were important, it was ultimately the citizens who mattered. The individuals beyond the representative collective, the representative collective merely being the most efficient vehicle to enforce and enable better welfare for the common people. Cap's saying that if you believe in principles and virtues and what's truly right or wrong, you don't follow the herd, you stand up for your beliefs because, really, that's the only thing that matters to an individual. Not to sound like an atheist or anything, but at the end of the day, you're the one who has to answer for your actions and inactions and the only one who can .
