Namor. This isn't a favoritism thing, he's simply more powerful.

Both Aquaman and Namor are very strong and very tough - in modern times, they're usually depicted as being at about Wonder Woman's level. They're also the mongrel supreme rulers of an underwater civilization of fishpeople with advanced technology.

The difference is that Aquaman has the ability to command aquatic life, and a vaguely-defined and highly variable degree of telepathic ability with other creatures.

Namor has flight, the same ability to command sea creatures, and his superhuman traits jump to Superman-level when he's underwater. Underwater, he goes from fighting evenly with the Hulk to beating him outright.

He also has an ambiguous level of hydrokinesis; sometimes he doesn't have it, sometimes he can drown New York for the lulz.

And his last power is probably the most ridiculous, and hasn't so much been retconned as just left to gather dust for years - Namor, as King of the Sea, has the power to mimic the powers of any sea creature, in the same way as Animal Man or Vixen. So, uh, he wants to blast someone with electricity? Electric eel. He wants to go all Bouncing Boy? Blowfish. He wants to go invisible? Cuttlefish. He wants to echolocate? Dolphin. If a sea animal can sort of do it, he can grab its power. This is an actual power which he has and was never outright retconned.

In that fight, Aquaman won by getting an orca to jump on Namor, despite the fact that Namor's taken punches from the Hulk and has the same power to command aquatic life that Aquaman does.

Assuming Aquaman can't just use his telepathy directly against Namor, and their strength is even (Namor can fight the Hulk, and Aquaman can fight Superman, so it's a reasonable assumption), it probably does down to where the fight takes place. Namor can dehydrate a lot faster than Aquaman can, so if the fight isn't in water, Aquaman would win out by attrition.
