Basically she was a chick Pietro fancied. Got her and her brother gifts (her a dress or something from Paris) while he and Wanda were dispersing relief aid to the needy. If it stayed in the film, it would've been what happened right before the Maximoffs meet Ultron because some kid thought he saw Iron Man in the church.

The scene that explained it even made it into the junior novelization. A kid comes up to them and says "the Iron Man" wants to see them in the church.
Which was a really good line that drew the connection between Iron Man and Ultron, and explained why they were there. I don't know why they thought they didn't need it.

Indeed, it wouldn't be all that much of a big deal. But considering the lengths they went for Peter (and how they've cast Homecoming), I think they'd have hired a younger actress if they wanted to pass Wanda off as a teen. And also, they've presented her as being too attractive for being a teen as well.
