because americans really didn't give much of a fuck about german nazis, for many people sending troops to europe to help was dumb and pointless. but when the japs attacked it became persona land japs became the top villains, all that salt and vile gave the cartoons more relevancy. around america you can find far more anti jap propaganda than anti nazi.

While America at the time still didn't know the full extent of the Japanese atrocities against the Chinese and Koreans, they nevertheless chose to protray the Japanese as monkey-men, while the Germans and Hitler were portrayed in a more clownish manner. Go figure.

That's more like a criticism from Garth Ennis or Pat Mills. I haven't found anything about criticism from during the 40's because if they got in trouble for it back then they would've stopped it sooner instead of it going all the way close to the end of WWII.

Not at the time, no. Back then superheroes were seen as just fun characters for kids and their fighting the axis was just whimsical allegory for the real war effort. It wasn't until Frederick Wertham and "Seduction of the Innocent" came to public knowledge that the "superheroes undermine real life heroes" criticism became common, and that was in the context of undermining parents, teachers, and other authority figures for children.
