Nightwing was never really losing popularity.

Nightwing had a string of mediocre stories in the second half of Dixon's run and all of Grayson's run. Didio was new to the company and didn't get Nightwing. They gave Tim the things most closely associated with Dick Grayson, like the Teen Titans franchise. They stopped then high profile writers from taking over the book (Johns and Waid have both said they pitched Nightwing runs and were directed to Big 6 characters instead).

It really wasn't till around Infinite Crisis, where Didio off-handedly admitted that he campaigned hard to kill off Nightwing in IC and the fanbase collectively freaked the fuck out, that they started trying to make him relevant and not just the guy that gets beaten up by the big bad in the Batfamily crossovers. Go look at interviews from around 2005/2006. Didio caught a lot of heat from Dick fans.

He sells well now because he was good writers now. He sold poorly before because DC was actively keeping good writers off the book.
